The North Davis Meadows County Service Area (CSA 10) was established on May 12, 1987 to provide for sewer, water, drainage, street lighting and landscaping services (map of district).  The CSA is funded by collecting fees for these services which are charged on an annual basis. View charges for these services which are applied annually to the property tax bill.  Online tax statements are available.

The North Davis Meadows CSA is governed by the Yolo County Board of Supervisors and the policies and procedures of the County of Yolo (which are available upon request), and is advised by the North Davis Meadows CSA Advisory Committee.  Those interested in service on the advisory committee can apply using the online form.  Participation on the North Davis Meadows CSA Advisory Committee is a voluntary basis.  There is no compensation for participation.

Services Information

Services to the NDM CSA are coordinated through the CSA Administrative Support Team which can be reached at YoloCSA@yolocounty.org or (530) 666-8157.

Water Consolidation Project

During Fiscal Year 2024-25, the NDM CSA is scheduled to begin construction of the Water Consolidation Project.  The Project consolidates NDM's water (currently on wells) with City of Davis water in an effort to improve stability, efficiency, and quality.  Information about the Project will be available at the link below.

Irrigation Water Project

In Fall 2023, the North Davis Meadows CSA Advisory Committee recommended an irrigation feasibility study to examine whether the existing NDM1 and NDM2 wells may continue to be used for irrigation demands (the “Irrigation Project”). A project survey will be mailed to North Davis Meadows residents requesting a survey response, which can be viewed here: Potential New North Davis Meadows Irrigation Water System Project Survey

The Office of Supervisor Lucas Frerichs and the Yolo County CSA Management Team would like to assess the neighborhood’s interest in pursuing an Irrigation Project as described here.  Please provide one response per household by Sunday, November 17, 2024. Residents may submit their survey response online here: https://forms.gle/qrYosK5USGjpAnKX9

If the responses to this survey reveal that a majority of the NDM community is interested in pursuing the Irrigation Project, the next step would be to initiate a Rate Study to determine the specific costs per homeowner. Changes to water fees require the CSA to hold a Proposition 218 public protest hearing before adopting the proposed fee increases.

The County contracted with Luhdorff and Scalmanini Consulting Engineers (LSCE) to conduct the irrigation feasibility study.  The Technical Memo from October 2024 estimates the Capital Costs for construction of a new irrigation distribution system will be approximately $3.8 million. Please note that this is an estimate and ultimately costs will depend on the bids received for the project. You may review the study here: North Davis Meadows Irrigation System Feasibility Study.

Grinder Pumps

Please remember during the holidays and major storm events to keep water usage to a minimum. Follow the procedures outlined in the Grinder Pump Owners Guide and if needed, contact the CSA's certified grinder pump provider, Signa Mechanical, via their North Davis Meadows Member Portal. This portal will allow you to request service online, provide additional contact information and link to more information about how your grinder pump station works, what to do if there is an alarm, etc.

Note: Signa operations are primarily during business hours on weekdays. It is important to contact Signa as soon as you become aware of an issue with your grinder pump so that it can be resolved during business hours and doesn't become a larger issue. However, Signa will follow-up on weekend/holiday contact if you leave a message. See links below for more information related to grinder pumps.
