ZEV UTV Program Voucher


Program Overview

The Zero Emission UTV Voucher Program is designed to encourage individuals, businesses, educational institutions, and non-profit organizations engaged in local agricultural activities to replace existing diesel or gasoline-powered UTVs (less than 25 horsepower) with zero-emission vehicles. The benefits of transitioning include reduced pollutant emissions as well as cost savings with lower fuel expenses.

The Program will provide vouchers to qualifying Applicants for up to 75% of the eligible cost of new equipment, with a maximum eligible funding amount of $13,500*.

Program Requirements

To qualify for the incentives, applicants and new equipment must meet the following criteria:

Applicants Must:

  • Operate within the District which serves Yolo County and Eastern Solano County.
  • Be an individual, business, educational institution, or non-profit organization involved in local agricultural operations.
  • Have an existing, operational diesel or gasoline powered UTV with less than 25 horsepower and agree to destroy or render it permanently inoperable. 

  • Agree to comply with all program terms.

New Equipment Requirements

  • Zero-Emission: Emit zero tailpipe emissions from the onboard power source.
  • New Equipment: Not have been previously owned and must be indicated as new by the dealer at the time of purchase.
  • No Modifications: The vehicles may not undergo any modification allowing propulsion by any other means except for the designated zero-emission sources.
  • Towing Capacity and Weight: Must have 500lbs or great towing capacity and a total vehicle weight of 700lbs or greater.

The first review of applicants will begin February 16, 2024. If you meet the requirements, you are encouraged to apply.

Funding Sources

Funding for vouchers is provided in part through the Yolo-Solano Air Quality Management District (YSAQMD). Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program which provides funding for agricultural harvesting equipment, tractors, and other equipment used in agricultural operations.  FARMER is supported in part by California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work.

Additionally, funding for vouchers is also provided by the Yolo Agricultural Equipment Replacement Program approved by Yolo County Board of Supervisor using American Rescue Plan funds. These projects will be prioritized for socially disadvantaged applicants and/or projects impacting priority populations.
