The Cache Creek Resources Management Plan was honored in the annual CSAC Challenge Awards that spotlight the most innovated, effective programs developed by California's counties.  The CCRMP was one of five programs that were recognized in the category of "Agriculture, Environment and Natural Resources" with a Merit Award.  For more information, view the 2018 award recipients..

California Governor's Environmental and Economic Leadership Program (1997)

The Cache Creek Area Plan was a recipient of the Governor's Environmental and Economic Leadership Award, which is California's highest environmental honor.  This award recognizes individuals, organizations, and businesses that have demonstrated exceptional leadership and made notable, voluntary contributions in conserving California's precious resources, protecting and enhancing the environment, building public-private partnerships, and strengthening the state's economy.  For more information, view the Cal EPA website.

The Yolo County Cache Creek Area Plan is an award winning rivershed management plan originally adopted in 1996 that integrates environmental and economic goals related to the aggregate mining industry.  For over 20 years, this plan has been implemented by Yolo County in partnership with local aggregate resources producers, regulatory agencies, landowners, and other stakeholders. 

The CCAP includes the Off-Channel Mining Plan (OCMP) which is an aggregate resources management plan and the Cache Creek Resources Management Plan (CCRMP) which is a creek restoration plan, and is implemented by several regulatory ordinances.  The CCAP is based on the concept of adaptive management, and relies on ongoing detailed monitoring, analysis, and reevaluation.  A comprehensive ten-year review is mandatory. The CCAP Update constitutes the second mandatory ten-year program review. 

Based on the results of the 2017 Technical Studies (see below) and over 20-years of monitoring, analysis, and re-evaluation, the County is proposing package of updates, clarifications, and corrections to the program.

In June of 1994, the Board of Supervisors adopted a framework of goals and objectives for the Cache Creek Resources Management Plan (CCRMP). The document adopted a comprehensive outlook that was reflected in overall goals, which were based on the key assumption that "the Creek must be viewed as a total system, as opposed to a singular focus on the issue of mining." As a result, the conceptual plan offered a far broader scope than previous efforts.

The CCRMP is a creek restoration plan that eliminated in-channel commercial mining and established a policy and regulatory framework for seven important elements: covering agriculture, aggregate resources, riparian and wildlife resources, water resources, floodway and channel stability, open space and recreation, and the cultural landscape. Specific goals and objectives were adopted for each of the elements, with suggested policies for their implementation.

The Board of Supervisors approved the Cache Creek Improvement Program (CCIP) as a component of the Cache Creek Resources Management Plan (CCRMP).  The CCIP was developed by the Yolo County Community Development Agency to implement the goals, objectives, actions, and performance standards of the CCRMP as it relates to the stabilization and maintenance of the Cache Creek channel.

The CCIP provides the structure and authority for a Technical Advisory Committee (TAC), defines the procedures and methodologies for stream monitoring and maintenance activities, and identifies initial high priority projects for stream stabilization.
