Caltrans administers federal-aid funds that the County receives for road and bridge improvement projects, and is required under 49 CFR, Part 26 to administer a Disadvantaged Business Enterprise (DBE) Program. The Caltrans DBE Program is intended to remedy past and current discrimination against DBEs, ensure a level playing field, and foster equal opportunity in federal-aid contracts. In turn, Caltrans requires the County to commit to implementing the Caltrans DBE Program as it applies to local agencies, and to comply with Caltrans procedures developed for local agencies. The Public Works Division administers federal funds received through Caltrans for County transportation projects in compliance with Caltrans DBE Program requirements.
