Mark Bryan

Deputy County Administrator

Mark Bryan has played a significant role in Yolo County for almost three decades. He started as a Forensic Clinician and has since earned multiple leadership positions during his tenure. Currently serving as Deputy County Administrator, Mr. Bryan works with leadership throughout the County. He collaborates closely with officials to guarantee that residents access high-quality, cost-efficient, and streamlined services across all programs. He holds a Master's Degree in Social Work from California State University, Sacramento, and is also a Credentialed County Senior Executive recognized by the California State Association of Counties (CSAC).

Alex Tengolics

Director of Strategic Operations

Alexander Tengolics has over a decade of experience at various levels of county government and joint powers authorities. In his role as the Director of Strategic Operations he provides recommendations and implements policy in key operational areas including infrastructure and land use, tax and finance, government affairs, and labor relations. He holds a Master of Public Administration from Texas A&M University and a BA in Political Science from UC San Diego.

Sandra Rodriguez

Administrative Services Manager

Sandra's appointment to Administrative Services Manager reflects the County’s commitment toward efficient, high quality, and cost-effective services. In this important management role, Sandra supports the County Administrator as the primary liaison to staff from the Board of Supervisors. She is responsible for leading the County’s newly implemented strategic recruitment process; and she is the County Administrator’s lead on all matters pertaining to personnel management, procurement, and contracts within the County Administrator’s Office. Rodriguez holds a Bachelor of Arts in Psychology from California State University, Sacramento.

Dwight Coddington

Public Information Officer

As Yolo County’s Public Information Officer, Dwight Coddington is tasked with managing the county’s comprehensive communications strategy and promoting its initiatives. Coddington brings extensive experience in communications leadership to his role, having previously served in similar roles within both the public and private sectors. Coddington is passionate about rural health advocacy and studied at both the University of Montana and Montana State University. Coddington is excited to contribute to Yolo County’s mission and is working hard to enhance civic engagement by making information more accessible and approachable to residents.

Julie Dachtler 

Senior Deputy Clerk of the Board

Julie Dachtler is a native of the Chicago area and has lived in California since 1986. She graduated from Western Michigan University with a degree in Tourism and Travel. After a career as a travel agent, she began working as a Board Clerk in the Clerk of the Board’s office in 2000. As the Senior Deputy Clerk, she plays an essential role in maintaining the official records of actions made by the Board of Supervisors, Assessment Appeals Board, City Selection Committee, and additional hearing bodies.  She is passionate about providing quality customer service and appreciates the opportunity to work with the public. In 2012 she was awarded the SPIRIT Award for Service.

Berenice Espitia

Associate Management Analyst

Berenice Espitia brings a wealth of experience to her role in county administration, having transitioned from a distinguished career focused on education advocacy. Formerly a counselor and senior lead at Sacramento State, Berenice now serves as an Associate Management Analyst. She plays an essential role in various initiatives, including implementing the American Rescue Plan funds, managing Cannabis Tax Revenue, and working with Fire Protection Districts. Berenice holds a Master of Science in Counseling and a Bachelor of Arts in Sociology from Sacramento State. She is happy to be leveraging her education and expertise for the betterment of public service and her community.

Christopher Estrada 

Emergency Services Planner

Christopher Estrada currently serves as a Planner within the Office of Emergency Services at Yolo County, bringing with him a wealth of experience and a passion for emergency management. Hailing from the bustling Greater Los Angeles area, he made the bold decision to embrace a new start in Yolo County, where he has thrived for the past year. Chris holds two Bachelor of Art degrees from the University of California, Irvine, and a Masters in Public Administration from the University of Southern California. 

Laura Galindo

Laura Galindo

Grant Coordinator & OES Public Information Officer

Laura Galindo's appointment to the Office of Emergency Services (OES) significantly enhances the county's readiness and effectiveness in managing incidents. Drawing on her skills in planning and public communications, Galindo guarantees the timely and accurate distribution of information, enhancing the community’s response and resilience in emergency scenarios. In addition to providing crucial support to OES, Galindo will also assist the County Administrator’s Office with enhancing countywide communications. Galindo holds a Bachelor of Science in Sustainable Enterprise Management from the University of Pheonix, and she joins the county after 8 years on the communications team of the Yocha Dehe Wintun Nation, a federally recognized tribe bordering Yolo County.

Brandy Guest 

Accountant I

Brandy Guest is a dedicated public servant with over 7 years of experience at Yolo County, currently serving as an Accountant within the County Administrator’s Office. In this role, Guest manages financial projections, reporting, budgeting, grants, cost accounting, audit compliance, and other fiscal departmental functions. Guest holds a Bachelor’s degree in Accounting from Chadron State College.

Susan Hensley

Emergency Preparedness Program Coordinator

Susan Hensley is a dynamic leader with a passion for Public Health and Emergency Preparedness. With over eight years of experience in the field, Susan’s journey began in the Health and Human Services Agency (HHSA) before transitioning to a role in the Office of Emergency Services (OES).Throughout her career, Susan has been a driving force in promoting community resilience and collaboration, organizing initiatives to enhance emergency preparedness and response strategies. As the Emergency Services Coordinator, her responsibilities include updating the Hazard Mitigation Plan, managing mitigation grant programs, and facilitating OES Trainings, exercises, and plans. Susan holds a Master of Public Health Degree from Touro University, and a Certified in Public Health Credential.

Paula

Paula Hugi 

Deputy Clerk of the Board

Paula Hugi has served as Deputy Clerk to the Yolo County Board of Supervisors since 2022. She  is responsible for processing and distributing official County documents, coordinating and maintaining permanent records of Board of Supervisors and Assessment Appeals Board actions, preparing and publishing agendas, recording meeting minutes, and providing clerical support. She also manages Claims for Damages, processes Assessment Appeal applications, and oversees committee applications. Hugi graduated from California State University, Chico with a Bachelor’s degree in International Relations. She gained further experience in politics through an internship at the Speaker’s Office of Member Services at the State Capitol. Outside of work, Hugi actively volunteers at the Yolo County Animal Shelter.

Kurt Johnson

Emergency Services Coordinator

Kurt Johnson is a retired annuitant assigned to the Office of Emergency Services and has been employed with Yolo County for nearly four years, after a more than thirty year career in the fire service in Southern California-culminating as the Deputy Fire Chief.  Kurt found his way to Yolo County in 2020 after considering a “change of venue” from the concrete jungle of the Los Angeles.  Kurt initially joined Yolo County as the Planner in the Office of Emergency Services and is now one of the Emergency Services Coordinator, specifically handling the training and exercise programs, as well as fire mitigation projects.  Kurt has numerous degrees, including fire science, business, and emergency management.  Kurt is a certified Chief with the Office of the State Fire Marshal, and is on the teaching cadre for the Governors Office of Emergency Services (Cal OES) training division-California Specialized Training Institute (CSTI).

Dori Montgomery

Senior Accounting Technician

Dori Montgomery embarked on her public service journey as a Business Manager for a small community services district, leveraging her administrative and accounting expertise. Following her family's relocation to the area in 2008, she transitioned seamlessly into a role within county government, where she has consistently contributed in administrative and accounting capacities. Currently serving as the Senior Accounting Technician within the County Administrator’s Office, she meticulously manages daily financial operations, executes accounting tasks, and oversees the county’s internal departmental billing for the PG&E solar and electricity project. With educational background from College of the Redwoods and Yuba College, coupled with over 17 years of experience in the public sector, she brings a wealth of knowledge and dedication to her role. Seeking avenues for both professional and personal development, she enthusiastically joined the Yolo County team in October 2023.

Yen Nguyen

Associate Management Analyst 

Yen Nguyen's appointment to Associate Management Analyst for County-wide Policies aligns with the county's vision of efficient and effective governance and community-driven policy development. Nguyen's role in supporting the County Administrator’s Office will focus on policy areas such as health and human services, as well as broader initiatives to increase the county’s pursuit of federal grant funding for key community programs. Nguyen holds a Bachelor of Arts in Asian American Studies from the University of California, Davis; and she was promoted from her prior role of Administrative Services Analyst with the Health and Human Services Agency.

Diana Pavlova

Business Services Manager

Diana Pavlova boasts over 15 years of dedicated service with Yolo County, including more than a decade within the County Administrator’s Office. She launched her public service career with the General Services Department as an Accountant and progressed through various roles, culminating in her recent appointment as Business Service Manager. In this capacity, she oversees financial projections and reporting, budgeting, grants management, cost accounting, audit compliance, and other fiscal departmental requirements.Pavlova holds a Master's degree in Finance and an Accounting Certificate from UC Berkeley Extension.

Yana Pavlova

Yana Pavlova 

County Service Areas Manager

Yana Pavlova is tasked with supervising the efficient and cost-effective delivery of services to unincorporated communities, Pavlova's appointment highlights the county's dedication to ensuring equitable access to essential services and adherence to regulations. Pavlova holds a Bachelor of Arts in Legal Studies from the University of California, Berkeley, and a Juris Doctor from UC Davis School of Law. Prior to joining the county, Pavlova practiced law with a focus on commercial litigation and contract disputes.

Cindy Perez

Associate Management Analyst

Cindy Perez has always worked with a passion for public service. A former classroom educator, Cindy now serves as an Associate Management Analyst for the Yolo County Administrator’s office. She is currently organizing a new Strategic Planning cycle for the County, supporting the Legislative Subcommittee advocate for policy measures that impact Yolo County residents, and conducts necessary research to support County leadership’s decision-making. Cindy is a master’s degree candidate in Curriculum & Instruction at the University of Wisconsin Madison and holds a Bachelor of Science in Education also from the University of Wisconsin Madison. She is proud to continue doing critical work in the public sector in support of Yolo County’s residents.

Lupita Final 

Lupita Ramirez

Executive Assistant I

Lupita Ramirez volunteered as a docent for Yolo County Administration and the District Attorney’s Office before joining the Clerk of the Board’s Office in 2011.  In October 2022 she joined the County Administrator’s Office as an Executive Assistant.  She provides support to the department’s staff in addition to a wide variety of duties.  She holds a Bachelor of Science in Business Administration and a Bachelor of Arts in Spanish from Sacramento State University.

Kristin Weivoda

Chief of Emergency Services

Kristin Weivoda has worked in Yolo County for over a decade, serving as the Chief of Emergency Services for the Office of Emergency Services. During her time in Yolo County, she played a key role in establishing the Yolo County Emergency Medical Services Agency. She was an important part of the County's response to the COVID-19 pandemic. Ms. Weivoda is a passionate public servant and a collaborative leader who believes in empowering communities to be more resilient. She advocates for a holistic approach to leadership that brings all stakeholders together to overcome challenges.

Angelica Duarte

Accounting Technician

With six years of dedicated service in Yolo County, Angelica began her career in 2018 at the Agriculture Department, where she developed a strong foundation in administrative and accounting procedures. Angelica currently serves as an Accounting Technician in the County Administrator’s Office who plays a key role in managing accounts payable and receivable tasks where she is actively expanding her expertise in contract management and financial reporting. Angelica holds a bachelor’s degree in Business Administration from Sacramento State University.

Sabrina Snyder

Senior Management Analyst

Sabrina Snyder has over a decade of experience working in local government in agricultural and open space preservation, water resources, and public engagement. Snyder provides recommendations, implements water policy, and engages the public on the many Federal, State, and Local water and natural resource planning initiatives in the Yolo Bypass and greater Sacramento San Joaquin Delta region. Snyder holds a Bachelor of Science in Environmental Sciences from Sacramento State University and joins the county after 6 years as a water resources program manager with Solano County Water Agency, a special district neighboring Yolo County.

Dalila Guadarrama

Personnel Assistant

Dalila Guadarrama started her career with Yolo County in the Department of Human Resources on November 16, 2015. Within the Human Resources Department, she started as an Administrative Assistant and was then promoted to Personnel Analyst. After eight and a half years with the Human Resources Department, she has now joined the County Administrator’s Office to continue learning and growing within Yolo County.  Dalila holds a bachelor’s degree in Communications from Sacramento State University.
