Wild Wings Community Services District Formation Advisory Committee

The County recently settled with the Wild Wings Homeowners Association ("HOA") to potentially resolve the HOA's lawsuit related to the Wild Wings County Service Area ("CSA"). Under the settlement, the County will explore the possibility of creating a Community Services District ("CSD") -- a legal entity that is separate from the County -- to take over the CSA's wastewater, freshwater, and recreational services.  The settlement does not commit the Board of Supervisors to creating a CSD, which must be considered at a public meeting and also requires approval from the Local Agency Formation Commission ("LAFCo") and the community members. The Board committed to consider the item for a resolution of application to LAFCo in 90 days.

As part of the settlement, the parties agreed that the County would create a Community Advisory Committee, the Wild Wings Community Services District Formation Advisory Committee (WWCSDFAC) to monitor and provide oversight during the process of considering the formation of the CSD.  The Community Advisory Committee will be comprised of six members who reside within the Wild Wings CSA: three members appointed by the Association and three members appointed by the Yolo County Board of Supervisors.  The Committee's meetings will be public and subject to the Ralph M. Brown Act. The Community Advisory Committee will make monthly reports to the County Supervisor for the District encompassing Wild Wings, and/or the Board of Supervisors, as requested.
