**Reports Now Available**

The market analysis and feasibility study are now available. The market analysis (Phase 1 Report) summarizes the foundational research and tools necessary for designing, siting, and estimating the economic feasibility of specific OHV park developments in Yolo County. The feasibility study (Phase 2 Report) assesses the economic feasibility of two potential OHV park developments. The two OHV park concepts include:

  • The Gateway OHV Access Park ("Gateway Park"), which includes the development site amenities at the Cache Creek Regional Park Lower Site off of Highway 16 and adjacent to Road 40, through the Berryessa Snow Mountain National Monument, to Knoxville Recreation Area in Lake County; and
  • The development of a 330-acre conceptual park somewhere in the foothills/mountainous areas of Yolo County that could provide a self-contained, but diverse trail riding experience.

Background 

Over the past several years, the public has expressed a desire for sanctioned Off-Highway Vehicle (OHV) recreational opportunities in Yolo County. The need for an OHV recreational area has become more evident as the County, property owners, business owners and non-profit organizations are all currently impacted by the unsanctioned use of OHVs on their respective properties. In June 2019, Yolo County applied for an OHV planning grant with the California State Parks OHV and Cooperative Agreements Program to explore the feasibility of developing an OHV park and enhancing trail riding opportunities within the County. Prior to submission of the OHV planning grant application, the County held several public meetings to gauge community interest in the project and listen to concerns. Additionally, an online survey was conducted to gather information about OHV riding interests and preferences.

Update on OHV Planning Grant Process

In September 2019, the California Department of Parks and Recreation awarded Yolo County a planning grant in the amount of $152,310. The grant project is focused on two main objectives. First, the County will prepare a market analysis to ascertain if there is enough community and stakeholder support for OHV opportunities in Yolo County. This includes analysis of potential economic benefit to the region from creation of OHV recreational opportunities in Yolo County and a review of existing and potential funding models for long-term operation and maintenance of an OHV facility. Second, assuming there is demand and support for OHV opportunities, the County will prepare a feasibility study to examine two different scenarios: (1) improving access to existing OHV trail riding opportunities within the unincorporated County; and (2) creating a small-medium sized OHV park in the unincorporated County. No potential site(s) have been identified at this point.

An online survey was conducted from September 1-September 30, 2020, which provided extensive information that will be used to guide the market analysis and feasibility study for this planning grant. The County held two community workshops in October and November 2020 to share results of the survey and to seek input from the public to help guide the next steps in the process.
