CSAs within Yolo County receive a variety of services, including water, sewer, lighting, street cleaning, landscaping, and others. The mission of Yolo County's CSA program is to ensure quality and cost-efficient delivery of services to designated unincorporated communities. Management of CSAs includes oversight of the delivery of services, fiscal administration, periodic communications with the CSAs, as well as compliance with state and federal regulations. Services are provided utilizing the Proposition 218 process and annual charges for property-related fees, assessments, and/or special taxes.

What is a County Service Area?

Some communities in the unincorporated are of Yolo County have been utilizing County Service Areas (CSA) for over 50 years to provide services to the residents of these communities. The basic premise of a CSA is for communities to fund a service by charging a direct assessment or property-related fee for services such as water and/or sewer service, road and/or drainage maintenance, street lighting, fire protection and/or landscaping. As the name implies, a CSA is administered by County staff under the direction of the County Board of Supervisors.

A CSA may be established to provide any one or more of the following types of extended services within an unincorporated area:

Extended police protection, structural fire protection, local park, recreation, or parkway facilities and services, extended library facilities and services, television translator station facilities and services, low-power television services; and any other governmental services, referred as miscellaneous extended services, which the County is authorized by law to perform, and which the County does not also perform to the same extent on a countywide basis both within and outside city boundaries.
What services does the CSA provide?

A CSA may be established to provide any one or more of the following types of extended services within an unincorporated area (25210.4-25210.4(b)):

(1) Extended police protection;
(2) Structural fire protection;
(3) Local park, recreation or parkway facilities and services;
(4) Extended library facilities and services;
(5) Television translator station facilities and services;
(6) Low-power television services; and
(7) Any other governmental services, referred to as miscellaneous extended services, which the county is authorized by law to perform, and which the county does not also perform to the same extent on a county-wide basis both within and outside city boundaries. These other governmental services shall include but not be limited to the following:
a. Water service;
b. Sewer service;
c. Pest or rodent control;
d. Street & highway sweeping;
e. Street & highway lighting;
f. Refuse collection;
g. Garbage collection;
h. Ambulance service;
i. Planning for a part of the county;
j. Soil conservation & drainage;
k. Animal control;
l. Services provided by a municipal advisory committee;
m. Transportation services;
n. Geologic hazard abatement;
o. Road maintenance and improvement;
p. Internment

No, a CSA is not required to have a committee, but some CSAs have advisory committees. Please visit each CSA page to learn more.
What is Proposition 218?
On November 5, 1996, California voters approved Proposition 218, which contains certain requirements before local entities can impose property-related fees or assessments. Proposition 218 provides that only special benefits are assessable. A special benefit means a particular and distinct benefit over and above general benefits conferred on real property located in the assessment district or the public at large.
Are Proposition 218s the same for all CSAs?

No, fees or assessments pursuant to Proposition 218 vary based on the specific services provided. For example, a CSA providing streetlights will have different charges compared to one that does not. For further details or specific inquiries, click on each individual CSA page.
What is the CSA Requests for Proposals/Qualifications Process?

What are the State Laws Governing CSAs?

The County Board of Supervisors acts as the governing body for the County Service Areas (CSA). The intent of the county service area was to provide an alternative method for providing governmental services by counties within unincorporated areas (25210.1). A County Service Area can be initiated through a resolution of the County Board of Supervisors or through a petition signed by no less than 10% of registered voters residing within the proposed area (25210.11). A Notice of Intention must be filled with the LAFCO Executive Officer prior to circulation of the petition beginning (Government Code 56700.4). Once formation proceedings have been initiated a noticed public hearing must be held. The LAFCo Commission may approve, modify or deny the proposed district formation after receiving public testimony.

If approved, a secondary authority hearing is held once terms and conditions for the district have been adopted and a sphere of influence has been established. At the authority hearing, proceedings may be terminated if protested by 50% or more of the district's registered voters. Without such a majority, the Commission orders the formation of the district upon receiving voter approval. The LAFCo Commission is able to form a CSA without notice, hearing or an election, if the Commission has received written consent to the formation signed by all of the landowners within the proposed service area (56663, 57075, 25210.14).

After the CSA has been formed, the boundaries of the service area may be altered and territory may be annexed (25210.80 & 25210.80(a)). Proceedings for annexation are initiated in correspondence to Section 56000, et seq. of the Government Code.
